# Year-End Operating Review: Five Questions for CEOs

Use five year-end operating review questions to spot execution gaps, protect what is working, and set focused priorities for the year ahead.

By the time December arrives, most leadership teams can point to a lot of activity. The harder question is what that activity changed. Did customers receive better service? Did the business make progress on its growth priorities? Did decisions get easier, or are the same problems still taking up time?

A useful year-end operating review helps a CEO answer those questions before the calendar turns. It separates movement from progress, names the obstacles that are still slowing the business, and gives the leadership team a practical starting point for January.

This is not a meeting to defend last year’s plan or create a longer list of initiatives. It is a chance to look honestly at what happened, decide what the business should carry forward, and make a few clear choices about what changes next.

**1. What changed for customers and the business?**

Start with outcomes. Review the handful of measures tied to the company’s goals, then compare them with the expectations leadership set. Look at revenue quality, customer retention, delivery performance, cash flow, or other measures that matter to your business. The right set depends on the strategy.

Then ask what the numbers mean. If a target was met, what made the difference? If it was missed, what contributed to the gap? Separate outcomes from activity. A completed campaign, a new process, or a full calendar may be evidence of effort, but it does not by itself show that the business improved.

If revenue growth is a central priority, use the review to connect goals with pipeline, execution, and accountability. The Fractional Executive Network’s [Revenue Growth and GTM Strategy services](https://thefractionalexecutivenetwork.com/revenue-growth-gtm-strategy) describe how those elements can work together.

**2. Where did execution get stuck?**

Look for the points where good intentions repeatedly slowed down. Did work wait for a decision? Did teams use different assumptions? Did a handoff between sales, operations, finance, or technology create delay? Did an issue return to the leadership meeting without a clear owner or next step?

Name the specific friction instead of describing it as a general communication problem. “The customer onboarding process takes too long” is a starting point. “The handoff from sales to delivery has no shared acceptance criteria, so teams repeat discovery after the contract is signed” gives leaders something concrete to address.

Ask which decisions were unclear, who had authority to make them, and what information was missing. This helps distinguish a capacity issue from an ownership or operating-design issue. Adding people may help in some cases. In others, clarifying roles or changing a process may remove the recurring bottleneck.

For organizations reviewing cross-functional friction, [operational alignment support](https://thefractionalexecutivenetwork.com/operational-alignment-services) can help leadership clarify priorities, accountabilities, and the operating rhythm behind execution.

**3. What should the company stop, pause, or simplify?**

Every new priority competes for people, budget, and leadership attention. Review the work that continued because it was already underway, not because it still serves the strategy. Which project no longer has a clear business outcome? Which meeting or approval adds delay without improving a decision? Which process has become more complicated than the risk requires?

Stopping work can be uncomfortable, especially when a team has invested time in it. Make the decision based on what the business needs now. If something is paused, say why, who made the call, and what would need to change before it resumes. That gives people clarity and protects the organization from quietly carrying unfinished commitments into another year.

**4. What is working well enough to protect?**

A review should identify strengths as well as problems. Which customer relationships, team practices, operating routines, or capabilities contributed to progress? What should the company preserve as it changes?

Be specific. “Keep doing what is working” is hard to act on. Identify the behavior or condition behind the result. Perhaps a particular team has clear decision rights, a manager is surfacing risks early, or a customer feedback loop is helping the company respond faster. Decide how to protect that practice and where it might be useful elsewhere.

Also consider the people and knowledge the business depends on. If a process works only because one person compensates for a broken handoff, the apparent strength may be fragile. Ask whether the company can repeat the result without relying on heroics.

**5. What must be decided before January?**

Finish by turning observations into decisions. Identify the three or four operating priorities that matter most for the first quarter. For each one, write down:

The outcome the team is responsible for

One accountable owner and the decisions that person can make

A small number of measures that show progress

The first milestone and the date it will be reviewed

The work or assumption that could block the result

This gives the team a bridge between year-end reflection and the operating plan. It also makes the first review of the new year more useful. Leaders can see what moved, what is blocked, and which decision is needed instead of reopening the full strategy discussion.

**Make the review useful, not ceremonial**

A year-end operating review should leave the leadership team with fewer open questions and clearer ownership. Give the conversation enough time to look at evidence, listen to people closest to the work, and make tradeoffs. Capture decisions and communicate them to the teams who will carry them out.

The five questions are straightforward: What changed? Where did execution get stuck? What should stop or simplify? What is working and needs protection? What must be decided before January? The value comes from answering them honestly and acting on what the answers reveal.
