Growth puts pressure on the leadership team. A new market needs attention. Sales forecasts are harder to trust. Operations are stretched. Managers are asking for decisions that used to be easy. The instinct is often to hire another executive and hope the added capacity will relieve the pressure.

But when a company cannot hire every senior leader at once, the question is not simply, “Who is missing?” It is, “Which leadership gap is creating the greatest risk to the business right now?”

That question helps a CEO prioritize executive hires based on the work the company must do, the decisions that are not getting made, and the cost of waiting. It also helps distinguish a true leadership gap from a process problem, an unclear priority, or a role that has not been designed well.

## **Begin with the business constraint**

Start with the company’s most important growth objective and identify what is slowing it down. The constraint may be weak pipeline visibility, inconsistent sales execution, a delivery model that cannot keep pace, unclear ownership across departments, or technology decisions that are holding up the business.

Describe the constraint in observable terms. “We need a stronger executive team” is too broad to guide a hiring decision. “Sales and delivery are making separate capacity assumptions, so commitments are difficult to plan” points toward a specific leadership need and a business consequence.

Then ask what happens if the constraint remains for another quarter. Will the company miss a growth opportunity? Put customer relationships at risk? Add cost or operational exposure? Delay decisions that other teams depend on? The answer helps leaders compare urgent needs with important ones that can wait.

When the business needs an experienced leader to take ownership of a defined priority, review [fractional executive leadership](https://thefractionalexecutivenetwork.com/fractional-executive-leadership-the-fractional-executive-network) as one possible way to address the gap while the company evaluates its long-term structure.

## **Separate the symptom from the leadership gap**

A missed target does not automatically mean the company needs a new executive. Before opening a search, look at how decisions are made and how the work moves across the organization.

- Are priorities clear enough for teams to make tradeoffs?
- Does one person have the authority and accountability to own the outcome?
- Are leaders working from the same facts and assumptions?
- Is the issue a lack of expertise, a lack of time, or a lack of follow-through?
- Would changing a handoff, process, or decision right address the problem?

These questions protect the company from hiring into a problem the role cannot solve. A new executive cannot compensate indefinitely for conflicting goals, missing information, or decisions that nobody is authorized to make. Clarify the operating issue first, then define what the leader must own.

For leadership teams working through decision clarity and alignment, [executive coaching and advisory](https://thefractionalexecutivenetwork.com/executive-coaching-advisory) can provide a structured way to examine the challenge and determine what needs to change.

## **Rank the gaps by business impact**

Once the leadership needs are clearer, compare them using the same questions. A short scorecard is often enough. Rate each gap against:

- Impact: How directly does this gap affect a stated business outcome?
- Urgency: What will become harder or more expensive if the company waits?
- Reach: How many teams, customers, or decisions depend on this capability?
- Ownership: Is there a clear outcome for one leader to own?
- Readiness: Can the company define the role, authority, and measures of success?\<

The highest priority is not always the most visible role or the one with the longest list of responsibilities. It is the gap where experienced leadership can address a consequential business constraint and where the company is ready to give that leader the authority to act.

This exercise can also reveal that the company has several real needs but only one that must be addressed first. Making that choice explicit is better than launching multiple searches with vague mandates and competing expectations.

## **Choose the right leadership model for the work**

A permanent full-time hire may be the right decision when the business needs continuous ownership, the role has a durable scope, and the organization is ready to support it. Other needs are time-bound, specialized, or still taking shape. In those cases, a fractional, advisory, or interim arrangement may be worth evaluating alongside a full-time search.

The model should follow the work. Ask how quickly leadership is needed, how much time the responsibilities require, how long the need is expected to last, and whether the company needs someone to advise, lead execution, or temporarily hold the role. Be clear about who owns the result and how the arrangement will be reviewed.

If the business is still testing its future structure, a defined engagement can also help leaders learn what the role actually requires before they commit to a permanent design. That is most useful when the scope, authority, and success measures are explicit from the beginning.

## **Write the role around outcomes**

Before recruiting, write a one-page role brief that answers five practical questions:

- What business outcome will this leader own?
- What decisions will the role be expected and authorized to make?
- Which teams and stakeholders must work with this leader?
- What should be different after the first 90 days?
- How will the CEO and leadership team review progress?

This brief gives candidates a clearer picture of the job and gives the CEO a standard for evaluating fit. It also helps prevent the role from becoming a catchall for every unresolved issue in the company.

## **Revisit the decision as the company grows**

Hiring priorities can shift as the business learns. Revisit the leadership gaps during regular operating reviews. Has the original constraint improved? Has a new one emerged? Is the current leader spending time on the highest-value work? Has the company’s need moved from temporary expertise to permanent ownership?

The goal is not to keep reorganizing. It is to make deliberate choices as the business changes, instead of allowing yesterday’s structure to dictate tomorrow’s decisions.

When a company cannot hire every executive at once, a clear sequence matters. Identify the business constraint, distinguish symptoms from leadership needs, rank the gaps by impact, and choose a leadership model that fits the work. Then give the person a defined outcome and the authority to deliver it.
