# 2027 Marketing Budget: Fund What Can Prove Its Impact

A marketing budget can be full of reasonable requests and still fail to support the company’s growth goals.

One team wants more campaign funding. Another wants a new platform. Someone points to last year’s spending as the starting point. The result can be a budget built around habits, activity, and internal preferences instead of what buyers need and what the business needs to achieve.

A stronger 2027 marketing budget starts with a different question:

**What work is most likely to move the right buyers toward a business outcome?**

That question helps leadership decide what to protect, what to improve, what to test, and what should not receive more funding yet.

## Start with the business outcome

Before reviewing individual campaigns or tools, define what the company needs marketing to help accomplish in 2027.

The goal might be to reach a new customer segment, improve qualified pipeline, support a new product, increase customer retention, strengthen expansion revenue, or help Sales enter a new market. These goals call for different investments. A budget designed to increase awareness among a new audience will not be evaluated in the same way as one intended to improve conversion among existing prospects.

Make the connection explicit:

- What business outcome are we trying to influence?
- Which buyers or customers matter to that outcome?
- What action do we want them to take?
- How will we know whether marketing contributed?

This connects budget decisions to the broader operating plan. In [The 2027 Operating Plan: Turn Strategy Into Weekly Decisions](https://thefractionalexecutivenetwork.com/blog/the-2027-operating-plan-turn-strategy-into-weekly-decisions), we outlined why goals need clear owners, measures, and regular decisions. Marketing investment should support those same priorities.

## Follow the buyer’s path, not the org chart

Customers do not experience a company through its internal departments. They move through questions, conversations, and decisions. Marketing budget choices should reflect that journey.

Map what a potential buyer needs to understand before they are ready to speak with Sales. They may need to recognize a problem, understand the available options, trust the company’s expertise, compare approaches, or see evidence that the solution can work.

Then look at whether the current budget supports those steps. For example:

- Is the company reaching the intended audience?
- Does the message explain why the offer matters to that audience?
- Can buyers find useful answers to the questions they are already asking?
- Does Sales have material that helps move a qualified conversation forward?
- Are follow-up and handoffs clear once a prospect shows interest?

This view can reveal gaps that a channel-by-channel budget review misses. A company may be spending on campaigns while leaving Sales without the proof points or customer stories needed to advance an opportunity.

The [Marketing Strategy & Demand Generation](https://thefractionalexecutivenetwork.com/marketing-strategy-demand-generation) work at The Fractional Executive Network connects audience, messaging, and demand activity to the growth priorities the business is pursuing.

## Separate core investment, improvement, and testing

A useful budget distinguishes between work the business depends on, work that needs to perform better, and new ideas that still need evidence.

**Protect the core.** Identify the activities that reliably reach the right buyers or support important customer relationships. Review their results and costs, but do not cut them simply because their contribution is less immediate or harder to attribute to one campaign.

**Improve what is underperforming.** If an investment has potential but results are weak, identify the reason before increasing or removing funding. The issue could be audience fit, offer clarity, timing, follow-up, channel choice, or execution.

**Test new opportunities.** Set aside room to test promising approaches, but define what the business wants to learn. A test without a clear question can become an ongoing expense without a decision.

This structure avoids two common mistakes: repeating last year’s budget without review and moving money toward whatever sounds newest. For businesses reassessing how marketing supports pipeline and sales, [Revenue Growth & GTM Strategy](https://thefractionalexecutivenetwork.com/revenue-growth-gtm-strategy) can help connect marketing activity with the wider revenue process.

## Measure buyer movement, not just output

Marketing teams produce many kinds of activity: campaigns, events, content, emails, impressions, clicks, and leads. These measures can help explain what happened, but they do not automatically show whether the business moved closer to its goals.

Choose measures that match the outcome. Depending on the objective, leadership may review:

- Qualified opportunities created
- Movement from one buying stage to the next
- Conversion from qualified opportunity to closed business
- Pipeline influenced or sourced, with the definitions clearly stated
- Cost to acquire a customer
- Renewal, retention, or expansion activity
- Sales feedback on lead fit and buyer readiness

No single measure tells the whole story. A campaign can create interest without producing immediate revenue. A long buying cycle can delay results. Several marketing and sales interactions may contribute to one decision.

Use a small set of measures together, and be clear about what each one can and cannot show. Avoid treating a high number of clicks or leads as proof of impact if the audience is wrong or the opportunities do not progress.

## Make the assumptions visible

A budget is stronger when leadership can see the assumptions behind it.

For every major investment, document the audience, expected buyer response, cost, owner, timeline, and outcome the team will review. If a campaign depends on a certain volume of qualified opportunities, make that assumption visible. If a new platform is expected to save time or improve conversion, define how the team will assess whether it did.

This makes the budget easier to discuss when conditions change. If pipeline is behind plan, leaders can ask whether the issue is reach, message, conversion, follow-up, or timing. They can then adjust the relevant part of the system instead of simply asking Marketing to spend more.

## Set decision rules before the money is spent

For each meaningful investment, agree in advance on what the team will do when results come in.

- If the right buyers are responding and progressing, what would justify expanding the investment?
- If the response is weak, what will the team review before changing direction?
- If the test does not produce useful evidence, when will the team stop or redesign it?
- Who can approve a shift in funding?

Review the budget on a regular cadence. A monthly check can identify early signals and execution issues. A quarterly review can support larger tradeoffs across channels, audiences, and priorities.

The purpose is not to punish a campaign for missing an early target. It is to keep spending connected to learning and business decisions.

## Give marketing the leadership it needs

Marketing budget decisions involve more than selecting channels. They require clear priorities, coordination with Sales, useful measures, and the authority to adjust work as the business learns.

A [Fractional CMO](https://thefractionalexecutivenetwork.com/fractional-cmo) can help a leadership team clarify its marketing strategy, focus investment, and connect execution with company goals. That support can be especially valuable when the business is growing but the marketing function lacks senior leadership or a clear operating plan.

## Fund what can move the business forward

A strong 2027 marketing budget is not simply a larger version of last year’s plan. It reflects what the business needs to accomplish, what buyers need to understand, and what the team can measure and improve.

Start with outcomes. Follow the buyer’s path. Protect work that supports the strategy, improve what is underperforming, and test new opportunities with clear questions. Then review the evidence and make decisions while there is still time to act.
